Paula Stern presided at the Council on Foreign Relations public meeting February 13, 2008 on high oil prices. She was moderator of the discussion on "Global Economic Trends: $100 Per Barrel Oil: Consequences for U.S. National Security", which featured speakers Robert D. Dr. Stern was a key player on a small team that took on a much larger one and persuaded the White House to sustain the June 2007 ITC decision protecting an important patent owned by Broadcom from infringement by Qualcomm. On May 25, 2007, the BNA's Patent, Trademark & Copyright Journal noted Dr. Stern's thoughts on the importance of the ITC's decision in In re: Cetain Ink Cartridges (INV. 337-TA-565). Dr. Stern discussed the implications of the US Supreme Court's decision on KSR INTERNATIONAL CO. v TELEFLEX INC. on U.S. trade law and international trade obligations, U.S. competitiveness, and U.S.-China intellectual property relations. On April 21, 2007, Dr. Stern spoke at Goucher College about U.S. international trade policy from the perspective of her work in Washington, D.C. She discussed the immediate challenge of maintaining US commercial competitiveness and economic influence during the period of dormancy of the World Trade Organization’s Doha Development Round of Multilateral Trade Talks. The challenge is dramatically complicated by the geostrategic vulnerabilities of a nation lead by a lame duck president directing US resources into an unpopular war in the Middle East.
On March 21, 2007, Dr. Stern served as a witness for the complainant in an ITC action involving the rights to 3G cellular telephone technology In the Matter of: Certain Baseband Processor Chips And Chipsets, Transmitter And Receiver (Radio) Chips, Power Control Chips, And Products Containing Same, Including Cellular Telephone Handsets.

On January 15, 2007, Dr. Stern and Dr. London spoke before the U.K. House of Commons about the recent U.S. Congressional mid-term elections and the implications of their results for U.S. trade policy and the war in Iraq.
On January 11 and 12, 2007, Dr. Stern attended a meeting of the International Institute for Sustainable Development’s Global Subsidies Initiative (GSI) in Paris, France. Dr. Stern is a member of the GSI High-Level Advisory Group.
